These types of error messages can have different causes. However, if these errors occur very often with "normal" actions like saving/publishing a page or setting up your cookie plugin including the loss of data, it may be because of the firewall settings of your hosting mod_security. To prevent that you need to whitelist these actions or disable mod_security.
